In early December 1954, VEB Funkwerk Koepenick comp eted the production
of 40 sound spectrometers, 20 impulse osoillo`raphs OG 2.7, and 20
imp lee generators IS 1-4. These instruments were to be delivered to
the USSR before the end of 1954 according to the terms of an export
contract concluded between the Soviet Trade Delegation and the Funkwerk.
The instruments were being tested in November 1954. Since every
instrument needs a test period of abut 200 hours, delivery could not
be made in 1954-
2, The ~oviet Trade Delegation, after learning that the delivery would
be delayed, protested strongly to the management of Funkwerk Koepenick
~.nd intimatednegligence or even sabotage. As a result, the management
of the Funkwerk ordered all development offices concerned with the
de?.elo:jment and testing oL' the devices to work two shifts per day in-
stead of one, as they had been doing. They were also ratified that completion
of the Soviet order had first priorityl work on other development
tasks was to be deferred in order toreleuse development personnel for work
on the Soviet devices. Nevertheless, the Fur..kwerk would not be able
to make the delivery until early in 1955,
