The Polish Ministry of Foreign Affairswis divided into political and admin- istrative divisions, each of which is responsible to a deputy minister. There are, furthermore, some units of the ministry which are subordinated directly to the minister. 2. The Political Division is divided into geographical units, of which the following are known: e. Department V: the Far East, the Near East, and Africa. This department, originally a section, was raised to its present status in May or June of 1951x. b. Department II: Western Europe, c. Department III: the United States, United Kingdom, and the British Commonwealth. d. Department IV: Germany, both East and West, and Austria. a. Department I: the USSR, Czechoslovakia, Rumania, Albania, Bulgaria, Hungary, and Yugoslavia 3. The Consular Section is assumed to be subordinate to the Political Division. The Department for Economic and International Affairs (Departament Miedzynarodowych Organizacjej Politycznych Ekonomycznych) and the Press and Information Department, both being functional departments and both serving all geographical departments, are controlled by the deputy minister for political affairs. OFFICIALS ONLY b. Personnel Department (Departament Kadri). 5. The following units, of less than department status, are directly responsible to the ministerial secretariat (kabinet ministra): a. Chancery (lanoelaria Glown&).,with the status of a branch (wydzial). The courier service is a section (referat) within the chancery. b. Office of the Legal Adviser (Biuro Prawno Traktatowe). c. Special Fund (Funduszow Specialnyoh)., with the status of an independent section (referat). d. Division for the Affairs of Poles Abroad (Wydzial Polonii Zagranica)7with the status of a branch, e. Communications,with the status of a section (referat). f. Code and Cipher Section,with the status of a section (referat). 6. In 1919 Department I of the Political Division was composed of a USSR branch, a Czechoslovakian branch, and a Trans-Danubian branch. The Trans-Danubian branch was divided into a Yugoslav section, a Rumanian and Hungarian section, and a Bulgarian and Albanian section. This is assumed to be a typical breakdown of a department of the Political Division. 7. The Administrative Department had a finance branch, a control branch, a central stores and supplies branch, and a supplies to representations abroad branch. The Personnel Department had a home personnel branch, a personnel abroad branch, and a files branch. 8. The proportion of officials concerned with administration at the Ministry of Foreign Affairs is judged to be unusually high, more than 50 percent. The political departments cannot be filled because of the lack of suitable personnel. In many cases, an official must take charge of several sections and spread his work over all of them, thus making for inefficient manage- 25X1 ment of all the sections.
