During 1954, about 1500 requests for scientifio-technical coopera- 25X1 tion with countries of the Soviet Bloc! Were processed by the W1'Z (Office for Scientific-Technioal Cooperation). in East Berlin. Only a fraction of these requests led to positive agreements in W1Z con- fer. es with the foreign countries involved. Only a fraction of these positive agreements bad been aotually carried out as of 15 No,.ubar 1954. 2. The following table, broken down bT countries, list the approximate total number of requests, the number of approved requests, and the number of requests actually carried out as of 15 November 1954. In this table the total number of requests is higher than 1,500. This comes from the fact that the same requests are sometime made to dif- ferent countries and thus overlap but are recorded by the WIZ as STATE X W1 LI '"'^fa? As can be seen from the above table, most of the requests did not lead to agreements. The reason was that allegedly these requests could not be fulfilled by the foreign countries con- cerned because the technical development in question was non- e:istent or not yet completed. It was probable that the 4-,umber of requests carried out would not essentially increase from 15 November to the end of 1954. The East German 1954 approved requests to the USSR for scientific- technical cooperation brews down according to technical fields as follows: a. Mss ice ocastraotion: about 25 requests. Most of the requests concern developments pertaining to machine tools and very heavy machines. Among the latter category are a number of requests concerning machines for the staged forging of crankshafts for heavy pressing machines. 7he:^requests concerning the development of such , machines include applications for inspections by German personnel of such machines in the USSR. Furthemaore, there are a number of requests oonosTnfng the development of tube rolling ^ill equipment and tubs dr:sdng pment. A n er of requests concern the development of heavy tors. All the requests are concerned with material on techra cal and construction procedures. b. Hear _industrr (ohemistri1 ndnint, Power): about 20 requests. The questa concern the development of synthetic fibers, the oonstru tion of turbines from 5 to 15 Mega-watts, the development of tors of'20,000 kw. Other requests concern the technology of coal . Most requests include applications for German per- sonnel go to the USSR and inspect the equipment and develop- ments e. Ltsht isxduertz7s about 10 requests. The remainder of the requests apply to forestry and agriculture, ship and railroad teoh cl ogy. Another one concerns the technology of the electrical welding of ships' plates. Approved For Release 2008/06/16: CIA-RDP80-0081 OA005800140002-4 Approved For Release 2008/06/16: CIA-RDP80-0081 OA005800140002-4 The East German 195+ approved requests to Czechoslovakia break down to about 20 pertaining to machine construction; 20 pertain- ing to chemistry, mining and electric power; and the remainder pertaining to the food industry, foodstuffs and the textile and material industry. The approved requests to Poland break down into about 15 concerning asahine tool and ship construction; 10 requests pertaining to chemistry, in particular the development of dyes for exterior walls of ship hulls; the remainder pertain- ing to coal mining. The approved requests to Rumania mainly con- cern crude-oil drilling equipment; and mechanical installations for crude oil production. The requests to China mainly deal with the construction of vehicles useable in tropical climates, includ- ing paint for such vehicles. There are also requests to China con%_.:: corning ball bearings and steering devices for tropical climate vehicles.
