1, All Rumanian sailors up to 45 years of age are required to attend special
security and political lectures when they spend any amount of time in a
Rumanian port. Prior to the winter of 1953, these courses were obligatory 25X1
for those over 45 years of age, but now they are optional. Instructors
for the courses are both civilian Canunist officials and former Danube
River sailors. The latter usually eeplain to newly employed sailors the
regulations regarding river traffic and the conduct effected of them while
in foreign ports.
2. For Rumanian barges proceeding upstream, the last Rumanian control point
is at Moldova-Veohe. At this control station no specific instructions are
given to the sailors regarding their conduct and activities in Vienna,
since they were warned by their political instructor in Rumania to shun
contact with local Austrian citizens.
