There is no basic alteration in Soviet policy; only a change in form, not in the essential structure, The Russians were having grave internal difficulties and the present collective leadership was seriously worried about discontent within the country. Therefore, the compelling necessity arose to develop the spirit of conciliatiorr abroad while attending to requirements at home. "It is a matter of digestion, the new Malenkov collective leadership must be able to digest the Russian people -- not the people Malenkov. They are terribly worried about their shortcomings, about each other. So, they need time to digest." b. Soviet Policy It would be a mistake to think that the Russians are changing their basic policy, when they turn tough again, as they recently have. Malenkov and his associates are merely showing, for internal consumption, that they are undivided and all- powerful. It is a manifestation of "boys da-{nag someone to knock a chip off their shoulders". If the chip is lightly tapped off, they are bewildered. It is necessary to be firmer than ever in dealing with the Russians, but is should not be the firmness of belligerence; that would only frighten the Russians more and make them more truculent. The Russians are overcommitted in the satellite states, as well as at home, and in Red China. Inability to fulfill the commitments frightens the Malenkov regime lest a country such as China desire to look else- where, possibly to Yugoslavia, for political orientation. To cement such a bargain, Yugoslavia might be the agent in between -- "this would not be anymorc fantastic than Yugoslavia splitting from Moscow." Marshal Tito's visit to Nehru has an ireological background which had been the surjcct of some discussion in Yugoslav government circles prior to Tito's departure. The Yugoslavs sincerely believe that they can offer another political force acceptable to ex-colonial areas, not only in the Far East, but also in the Middle East and in Africa. Yugoslavia's "political offices and good will" are constantly sought by various powers, including the Asians. d. Current Political Trends in Yugoslavia So far as the problem of decentralization is concerned, the Yugoslav government is "rela::ing all the time". There are various groups around the country who express "democratic criticism", but whether they could be called a Martyr or parties, is difficult to say. One day, provided they were properly- loyal, -,'-ley might be regarded as "other socialist parties". Such a development would reflect "noimial political growth ir. a socialist society". At the present time, foreign press stories notwithstanding, "there is no Kardelj faction; no Djilas faction; no Tito faction. There are no suc.i things". SECRET-U. S.
