requests on a f,-w topics which are nit processed and therefore not
forwarded to the countries involved. As a rule, requests of this kind
do not even reach the WTZ but are "killed" in the Ministries or other
central organizations. The topics in question are obviously those which
are considered "hot", which usually means that they fall under the
provisions of the Control Council law forbidding certain kinds of
research and development in Germany. One of these is the application
of atomic energy research. 11,ith the following exception, no request
involving this field has ever reached the WTZ. Among the 1955 requests
for scientific-technical cooperation with the USSR forwarded to the
WTZ in November 1954, there was one which seemed to have slipped past
the attention of the Ministry involved. The request originated with
