While the staff of the Ministry of Electrification was completely lacking in experience seven or eight years ago, it is now capable of solving the administrative and technical problaas without aid from foreign experts, except in specific instances when the LISR is asked for assistance. Although the technical staff of the Ministry is composed of young engineers who did not begin their careers until-after World War II, they have achieved a relatively high professional standard because of the following reasons: a. Constant Party pressure to raise professional standards; b. Specialization in specific branches; in the field of high tensitsn, for example, there are experts for power stations and experts for the inter- urban grid; c. A real desire to learn; and d. Enthusiasm for building the State. 2. The effect of the educational advances is demonstrated by the existence of a considerable number of high-tension experts in 1954) while there were practically none in 1947-48'.
