RD REFERENCES it was necessary for Soviet citizens traveling abroad to be cautious about talking with foreigners. the case of a Soviet who was involved in an incident with a foreigner while abroad in early 1954. In a seemingly innocuous conversation with a Russian-speaking girl, this Soviet expressed his personal views on various Soviet problems. The contents of this conversation were published in an English newspaper, and he encountered considerable difficulty upon his return to the Soviet Union. He was spared severe punishment only because another Soviet, who had been present during the conversation, testified that the remarks made to the girl had been "misinterpreted". 2.
