1. The Central Storage Depot in Baicoi is a general warehouse for. supplies for
the Rumanian petroleum industry. It is located south of the'Baicoi rail-
road station between kilometers 19 and 20 on the Ploesti-Campina line, and
on the east side of the road to Floresti, a town five kilometers southwest
of Baicoi.
2. The depot is comprised of a number of buildings and covers an area of about
700 by 500 meters. A number of new buildings were constructed in 1950-1951-
The depot is connected with the Ploesti-Campine railroad line by a spur ex-
tending to the main buildings. There are 30 tractor trailers at the depot
for delivering supplies. The tractors are about 2.50 meters long, 1.70
meters wide, and have a hauling capacity of five tons.
3. The depot contains all.stpplies needed by the petroleum industry. They are
shipped here from the plants producing them and from here they are sent to
the various oil fields upon request. It serves the entire country and is
the only one in existence in Rumania. Power for the depot is supplied by
the Floresti hydroelectric plant.
4. The depot is entirely surrounded by a wooden fence about two meters high,
painted white on the outside and tarred on the inside. Inside, another
fence, similar to the outside fence, separates the office buildings from,
the warehouses. The 'depot is policed on the inside by members of the
Factory Guards who are civilians and unarmed. The outer fence is guarded
by the military. The guards are armed with submachine guns and are posted
as follows: one at each corner of the compound in raised sentinel boxes;
one at the entrance of the manager's office and one at the workers' entrance.
The men for guard.duty are supplied by an array unit which is also responsible
for the railroad station which handles the crude oil output of the district.

5. The buildings comprising the depot are as follows:
a. Offices of the management and living quarters of officials. This was
built in 1950. It has three floors, of brick with a roof of French
tiles and is about 70 x 18 meters in size.
b. Warehouse for supplies. Built in 1950-1951. Concrete, 115 x45 x 20
meters, semi-circular roof. Inside there are two rows of supporting
pillars of reinforced concrete,, 1 by 0.75 meters apart. Light is let
in by large windows, 5 x 1.50 meters, in all outer walls. The ware-
house is equipped with wooden shelves on which the supplies are piled.
For moving heavy equipment, there is a mobile crane,
c. Warehouse for supplies. This building is old; brick, 70 x 25 x 10 meters
in size with semi-circular roof.
d. Open air dump for pipes. This area is about 500 x 300 meters in size
and contains a number of rows of small posts which measure 80 x 80
centimeters and protrude about 50 centimeters above the ground, two
meters apart. The tops are concave and the pipes lie on them. This
system allows a large quantity of pipe to be stored in the area.
e. Firehouse and lodgings for firemen. Wooden shacks about 4 x 4 meters.
One shack serves as lodgings for the seven to eight men detailed to
fire duty; two are assigned to care for the equipment. Outside the
buildings are containers for sand.
f. Various offices and workers4 quarters. One brick buildings, two
stories high, 20 x 6 meters, flanked on each side by a wooden shed of
the same size. Workers are housed in part of the space and the re-
mainder is used for office space*
g. The mess hall is a brick building, 20 x 8 meters in size.
