THIS IS UNEVALUATED INFORMATION Soviet officer stated that West Germany would be rearmed. He said that the 12 West German divisions would be of no special importance and could easily be overcome by the USSR. He stated that the Soviet Union had not only good jet aircraft but also all other modern weapons owned by the West. 2. The Soviet officer stated that he did not believe Germany would be reunified. He said that the great conflict was bound to happen first. Although the Soviet Union pursued the aim of reunifying Germany by diplomatic means, the reunification would have to be made by both parts of Germany without any ties to the East or West. He stated that the USSR was prepared to give the GDR leeway for this purpose and did not want to tie it to the East while the Western powers were not prepared to make similar concessions to West Germany. He concluded that this was the reason why the reunification of Germany could be effected only after an armed conflict between the East and the West. Comment. The information is inte$esting because the statements of the Soviet officer reflect a certain background of duties which admits of the conclusion that the Soviet military has already reckoned with the rearming of Western Germany. The limited means of the Soviet policy for the reunification of Germany were also judged very soberly. Seen thus, they do not appear ambiguous but evidently-will not solve the problem. The alternative of an armed conflict between East and West may be a somewhat precipitated military conclusion which in spite of the knowledge of the own military strength reflects resignation and fears regarding the inevitability of this conflict.
