It is primarily concerned with high pressure hydrogenation of poor lsality fuls; petroleum cracking and. polymerisation, production of petrochemicals, Catalyst studies, and synthetic fuel and lubricant production. In 1950 a reorganisation took place whereby the institute became known as L.I.I.I. and at that time became part of the Petroleum Ministry. At the sane time another institute in Leningrad, known as the 'High Preaauseo Institute, was.ama1ganated with L.M.N.I,_and there was thereafter a general--flow of personnel frog the High Pressure Institute to the L.Z.X.I. II WOWS In October 1946 a group of Leunawerke Chemists and technicians were deported to the USSR. They were first taken to Moscow where they were divided into three groups. One group regained in Moscow; another was sent to Dsershinsk; and the third group of 11 men was sent to Sestroretsk. This latter group, attached to the Soviet Navy, was engaged in writing reports on former research activities at Leunawerke, until March 19479 when eight of the Germans were transferred to G.I.P.hm. and three were transferred to UUIJIBAS Institute. One of the three Germans transferred to IBIMGAS was assigned- to do research on fuels, lubricants, and inhibitors until 1950 when he joined the other two who were engaged in the reoon= straction of a Leunawerke twin-stall hydrogenation plant for hydrogenation of tar. They did no research but worked on the actual reconstruction calculations and measurmeats conducted in connection with the running d the hydrogenation plant. III The three Germans who worked at this installation have all rstumad frrn the USSR. Zavod 507 was originally a chemical plant dealing with wood conversion and is known to have produced nitrocellulose and gun powder at one tiros. After World War II9 it.-was reactivated as_a viscose-plant for the.aanrlacture of rayon. Equipment and synthetic fiber specialists were brought from Germany and the production of od 507 became one of the larger and more important synthetic fiber plants in the DSSRO the production of nitrocellulose and gun cotton has been reamed. 11 WORKs Seven Genan specialists were employed at this installation beginning in 1946. When they arrived at Kling they found an experi*ental plant which had been removed from Aceta Berlin-Lichtenberg, and they were assigned the job of operating and expanding this unit for the production of Perlon fiber. Later other textile machinery from the dismantled Spinnstoff Pabrik Zehlendorf A.G. Berlin and the Merlon units of I. G. Farben, Landsberg/Warthe, were installed which increased the capacity of this plant. While the production aspect was covered by a separate complex of factories, the 1IOPJI organisation (Filial* JIOPIK) at lubeshneys, together with other filiales at Kemerovo and possibly also at Slavianak, came under lIOPiK, Moscow. The whole gstn w -merged-in a large state trust called GLLTIWILPIOI. The production and research interests jointly involved in this same-uudar the ltiaistry of Chemical Industry. There matters of plant design were concerned, the-main organisation responsible for initial pilot-planting and the development of process plants was GLLTd1ILt8OM which also maintained-a, department at libeshuoye. Questions of plant installation were discussed between the representatives of this organization and the tech- Sisal mamaaernt of Lhim Kasbinat. The full name of the factory at Rubeshneye was Khim Kombiaat Iamyeni L.A. Toroshilava. Their assigned research tasks in the new labs an- compassed such fields ass intermediates of aso and vat-dyestuffs; thioindigo; indanthrene; a4kthol l8 dyestuffs; tri- pbe ylmethane dyestuffs; fur dyes; indicators; textile chemicals; insecticides; - pare-amino -salicylic said; organic sym- theses in dyestuffs and intermediates; catalysts; plant development connected with projected syntheses; and miscellaneous projects such as electro-technical syntheses of bydrasobensol using sodium amalgam. In June 1951, 20 of these specialists were repatriated to Germany, leaving 3 specialists at lubeshaoye. These three continued work started by SCIDSTII and I on catalytic problems, i.e., production of phthalic anhydride from naphthalene and metbyl naphthalene by oxidation with waaadkum oxide catalyst; antkraquimou from aathraceme with vanadium oxide catalyst and also by 'fluidisation" process. it the beginning of 19529 these three were joined by a group of specialists who arrived from other installations in the w=. Its major items of production are polyvinyl chloride for raincoats, buttons, shoe soles, and sheeting. There have been references to the production of plexiglass and synthetic rubber. U. Larpov of the Ministry of Cheaical.Indu`try is to conduct, supervise, or serve as a consulting agency on physicoochemical research of industrial interest. It is one of several such institutes within the Ministry of Chemical Industry whose work precedes the design of production instal- lations under the jurisdiction of that Ministry. This Institute in located at 10 Obnkha Ulitsa in central Moscow. Dur- ing the period from early 1945 to early 1951, the Iarpov Institute worked od at least three programs of military iaportances heavy water, liquid rocket fuels, and oxidizers or-oxygen carriers including non-eleotrolytio methods for producing hydro- gen peroxide. Also of probable military as well as civilian importance is the work at the Institute ow-polymerisation processes, adsorption, and aerosols. II WORKS In October 1946 a group of 13 German chemists from Leunawerke were deported to the Iarpov Institute. Upon arrival in the USSR, the German specialists were assigned the task of redesigning and reconstructing the various dismantled plants and installations brought from the Leunawerke, Bitterfeld, and Ro>lleben chemical plants. In the beginning, the Soviets were primarily interested in the development of two major projects, namely, the Lactam and Adipic Acid processes. By 1948 the equipment at the savod was :sufficient for the production of 100 complete propulsion units per month, although from 1948 to 1950 less than 100 units-were-produced- This appears to be due to the fact that by the beginning of 1948 the Soviet authorities relegated savod 456 to the status of an experimental establishment acting more or less as an extens4on of the 0?. The object thereafter manly was to produce a limited number of propulsion units for firing trials. The role of the 22 German specialists (plus I secretary) who from October 1946 to September 1950 were primarily assigned exclusively to the G KB was supervising Russian personnel in the workshop in the construction and assembly of 25-ton thrust propulsion units for the A-4; assisting the Russians in the. construction and operation of 25-ton test stand; designing an improved propulsion unit with thrust perfomanee raised to 35 tons; after 1948 constructing test benches and test equipment for components of combustion. chamber while preparing equipment evidently for the mass production of thrust unit components; and finally designing a combustion chamber with 100-ton thrust capacity which was done by 5 Genans (See Para III as marked asterisks). From then until June 19529 however, during tthheeitary German element was engaged in work of a civilian nature, correspondence relating to this non military work carried the designation Poatfach 50. The Soviet element, which continued after 1950 to work exclusively on military pro eata9 con- tinued to use Poatfach 6480 WORKS The Germans at Putilovo were divided into three groups. The of solid propellant missiles including the ABRS=220, 1BRS=240 RULER Group (Design Section 1100 1) worked on design succeeded SCHAADT as leader in 1950) Section No. (" ~a")9 "Sokol", and "ienith"1 the SCHUDT Group (AGM (Design 2) worked on reconstruction and ^odifioatiom of-German_wartime Panzerfauat aimed at increasing the range to 250 and 500 meters and on the design of a 13mm or 15mm automatic w ultra-high rate of fires the TROMMSDORFF Group (Design Section 3) worked on the redesign of athodyd projectiles~d come prehenaive theoretical investigations on the possible uses of multiple oblique oomprmion shocks. The ballistic oalcula= tions required by this group were performed by AULERoa Group. The Institute use originally under the Ministry of Communications Nquipment Industry and is located in a former telephone equipment plant. In March 1953 NII-885 became subordinate to the Ministry of Electric Power Stations and the Ilectrical. Industry. Special Buero 19 physically located in an old sanatorium in Losino.Petrovak near lonino, was subordinate to NII-885 (either Department 5 or 9). On 22 Ootbber 1946, two groups of German specialists were transported to the USSR where they worked in NII-885 and SB 1. One groupq from the Babe Institute in Bleioherode, lived in Ilinakoye and worked.. in NII-885 at Novaya, commuting daily by rail. The second group, from Gems flaua=Berlin, was sent to Monino where they lived and worked in SB 1. Some tine between November 1948 and February 19499 part of NII-885 burned down and all Gorman specialists at the Institute were moved to SB 1 in Maximo. Prom late 1946 until early 1952, the mission of NII-885 and its subordinate, SB 1, comprised one of the major Soviet efforts in research and development on guidance and-control systems for missiles. In the fall of 1950, 17 German specialists under Dr. BUSCRBNCI transferred to Moscow=Iuntsevo, Postfach 908, following completion of the AA homing bead project. In April 19521p all Germans remaining at SB 1 were re- turned to Germany. SB 1 was deactivated and the buildin gs wen reconverted into a sanatorium. II WORK -8_ the Institute proper conaiited of approxima e 9 departsents and SB 1. Throughout the period when German specialists were working in the Institute at Novya (late 1946, until transferred to Monino following the fire of Nov 48/leb 49), their major effort centered around improvement of the A-4 guidance system; reconstruction of a guidance system possibly for a Wasserfall-type missile; and on the reoonstruco tion of steering devices developed during World War II for rocket weapons. Throughbut-the period late 1946wApril 1952, German specialists were employed at SB 1 in Monino, on both classified and unclassified work. Classified work included the development of a semi-active homing head (under BUSO1B I) and of guidance systems for the A-4 and AL missiles.
