Steps to be taken by the GDR after the ratification of the Paris 25X1 agreements include the promulgation of universal military service, pre-military training by the Gesellschaft fuer Sport and Technik (Athletic and Technical Association), the holding of refresher courses for ex-KVP and ex-Wehrmacht soldiers, the establishment of restricted areas along the zonal boundaries and in Berlin, the tightening of the control of passenger and vehicular traffic in Berlin and along the zonal boundaries, the confiscation of billeting facilities for the East German national army, the reduction of the budgets of all branches of the administration in favor of the KVP budget, reduction of rail passenger traffic, especially to Berlin, the tightening of rail and highway controls, cuts in the supply of foodstuffs, promulgation of a law making the possession of daily newspapers from west Berlin illegal, confiscation of terrain suitable for training grounds for the national army and for aiffields, reduction of FDGB passenger traffic to health resorts on the Baltic Sea. .
