emergency" necessitating the organization of a workers' militia and
premilitary training proclaimed. The national army will be placed under

the organization ""'tnltional array in the strength of 8 to 10 divisions
not equipped with heavy tanks or heavy aircraft; close cooperation with
Poland and Czechoslovakia will be established and a state of "national
emergency" necessitating the organization of a workers' militia and
premilitary training proclaired. The national array will be placed under
a rolitical command, but universal military service ---a not envisaged
for the time being.
2. Other measures Mhich will probably be taken in the event of an
implementation of the Paris agreements concern passenger traffic to
1'eat Germany and Berlin. Permits for journeys to Berlin will be
