1. The directorate consists of one chairman, two deputy chairmen, and three com-

Functions of the ZKStK.
4. Until the middle of 1954 -?I. Subkov, Soviet consul for 11agdeburg and
Halle, was the liaison officer of the SKK to the ZKStK,, The ZYStK han
inspection authority (Kontrollbefugnisse) in all Ministries with the ez
eeption of the HVdVP, the KYP, the Public Prosecutor's Office (Staatea.n-
waltsohaft), and the SfS. However, the Budget Plan (Haushaltaplen) of tle
HYdVP, the KYP, and the SfS are checked by a work group within th+* ZKSth

SED, and not from the Minister-President to whom it is subordinated on
paper. The chiefs of the various work groups collaborate with the respec-
tive departments of the Central Committees The authorized agents in the
Be?iirke are not governed by the orders of the respective SED Bezirk Direct-
orates,' but by the orders of the ZKStK and the Central Committee, Hoiev n,
the authorized agents in the Bee zirke work in oollaboration with the Secret
ariats of the Bezirk Directorates, and the work groups under the a.uthoric;ee
agents work in collaboration with the respective departments of the Bezir.;b

the meetings of the Bezirk Oouncils, but have only an advisory voice in
the proceedings- They pass their reports to the chairman of the Bezirk
