The Main Administration for Liquid Fuel in Production Area Chemistry and salaries can be transferred to? the Director Funds I and II of the enterprise in question only_after special application to and approval, total paid for wages and salaries have been autdmatical],y transferred-.to the Director Funds by every enterprise which showed a profit. 2. These measures of the Main Administration for Liquid Fuels, which apply to 1955 production, have created great dissatisfaction- among the. managements of the enterprises under its jurisdiction and also among their workers because part of the money accumulated-in the S-E-C-R-E-T (Note: Washingtonrdistribution, indicated by "X"; Field distribution by "#".) transfer is made impossible if one of the two above-cited conditions is given even though the enterprise manages to overfulfill the Plan. the excess profit (after the Profit Plan was adjusted to theincreased production in excess of the Production Plan could transfer-6c4 of bulk consumer goods. Previously, every enterprise which had a Plan by any of its enterprises may be transferred to the Director Funds of the enterprise if the production of the enterprise is short of the--Plan in even one of its main products or in the so-called effect that no part of the excess profit made above and beyond the 25X`1' that the transfer of 3% and of 1% of the total amount paid !or wages This material contains information affecting the `1 National Defense of the United States within the meaning of the Espionage Laws, Title 18, U.S.C.
