3. It was decided at a conference held on 2 December 1954, at which the acting
State Secretary for State Reserves, Kurt Stophi, the chiefs of departments
under him, representatives of other East German Ministries and some Russians
took part, that the strategic reserves of mineral oil and other industrial
products maintained in East Germany were too low and must be tripled by 1
March 1955.
