In 1953, as a result of the changes which took place at the 19th Party Congress in October 1952, an order came from the Central Committee, signed by one of the secretaries, which decreed that Party documents would be changed beginning on 1 January 1954 and that the whole transaction should be completed by 1 January 1955. There were three reasons for the changes the old candidate cards and members' tiobets, both being booklets in which the pyaent of dues was noted, had printed on the face the former name of the party "a11-Union Comm " ist Party (b)", and since the mane had been changed to "Co'mtaist Party of the Soviet Union" it had become necessary to change the doowA nts; the old documents had also stated on the face that the Party wu a member of the Communist International and this was no longer true since there was no longer an International; and,thirdly, the old documents had become worn with time since inserts were issued when the pages were filled, rather than a new booklet. 2. The inside cover of the Party ticket (fit) contained a number assigned to the member when he joined, the member's name, his date of birth, the date he entered the Party, the dat` the ticket was issued, the authority which issued the ticket (generally tht rayon Party Committee), the signature of the issuer (usually the raykom secretary), and a photograph of the member with a rubber stamp placed half on the photo and half an the page, thus sealing the photo. When Party tickets were lost, which occurred fairly often, an investigation was carried out and the loser would then be repriaaad,ed and warned not to lose it again. The raykom wmrald then send to the Section for Party Records ( Uchita) in the Central Committee in liescow for a duplicate.
