Rumanian communists, announced that privato enterprises xere legal in the

particularl3r in,.the supply of food, and the black market began to thrive.

3. In March 1951, the mayor of Buchar~t~ Donchea, called on former marchanta
to re-span p~-ivate food enterprisaa in order to assist State enterprises
to meet the demands of the populace. Ae cited the increase in the cityfa
population as the reason for the inability of State stores to provide
sufficient food. Since March 1g51~, many mall private buainassN, such as
pastry shops, milk stores, assail food stores and confectionaries, xere
re-opened.

Most of the supplies for the small private stores are obtained at high
prices either on the black market or frail government supply stores. The
Economic Militia approves the purchaa? of government supplies only upon
the payment of anbatantial "tips".
