1. The following departments are subordinate to the Ministry of Heavy Industry:
a. Production Plans;
b. Metallurgical ores;
c. Coal;
d. Salt and Gypsum;
e. Mine structures; and
f. Geological and Mining Research; this department was incorporated in
the ministry during the spring of 1954; until that time, it was an
independent enterprise with Soviet personnel,.
2. The Minister is assisted by aSecretary-General. Each department has
the same organization, as follows:
s. Director General;
b. Administrative director;
c. Technical director;
d. Plans section;
e. Production section;
f. Finance and Accounting section;
g. Administrative section (sala.ries and wages for regular personnel);
h. Classified documents section; and

The last two are checked every week by a police official.
Operation of Kafiri Section
3. This section is found in every ministry and also in every goverrpnental and
semi-govermm~ental office. Its task is to keep a list of all the personnel
employed by the office or enterprise and maintain the biography of each
person up to date: courses completed, former employment, political training,
family status, relatives, friends, and etc.
4. The Kafiri office is also charged with expressing an opinion on whether a
new applicant should be hired. Thia is to make sure that all responsible
positions are filled by politically reliable persons. It is not experience
they are looking for, but politically approved persons.
5. The Kafiri sections and offices are headed by former political prisoners or
former partisans, all enrolled in the Bulgarian Cormnuni~t Part;r. They are
generally persons of mediocre talent who are completely trusted by and
devoted to the regime.
