1. The Bast Gerrr-n State Central Administration for Statistics (Staatliohelentral.-
virwaltung frier Statistik) is subordinate to the State Planning Commission,
and Max Scholz, its director receives his instructions f ram the head of 125X1
State Planning Commission, Bruno Leuschner.
2. The Statistics Office is responsible for collating and recording statistics
from all branches of commerce and industry, agriculture, finance and invest-
ment, transport (road, rail and sea), health and cultural organizations. It
is not an executive body, i.e., it is not concerned with planning, organization
or distribution, but exists to tabulate and assist in interpreting the statis-
tioal records of these activities. It receives its data partly through the
diablat (Bezirk) offices and partly direct by teleprinter from the main factories,
banks and agricultural organizations. It prepares monthly (by the 7th of the
following month), quarterly (by the 15th of following month), and annual reports
on production and a large number of other reports ad hoc. These are all
submitted to the head of the State Planning Commission for distribution.
Regular recipients are the Soviet authorities, the Central Committee of the
SB) and the appropriate Ministers.
3. The work of collecting and collating Information and the preparation of
reports is executed in the Specialist Departments (Fachabtpilungen) numbered
I to XI. All information in typed in a pool consisting of 18 secretaries
and prepared for records and carding (Hollerith system, In the Central Records
Department. Very strict control is exercised bare and information is released
only on the authority of the director. The Central Office has a total stafS ,
of about six hundred, more than half of whomaCe women. A high proportion of
the employees are SSD members.
4. A chart showing the organization of the Central Statistical Office as of
31 December 1954 is attached as Annex 1.
