The Office for Scientific-Technical Cooperation with the Sov-.iet Union and the Peoples' Democracies (Buero fuer Wissenschaftlich-Technic,,che Zusammen- arbeit mit der Sowjet-Union and den Volksdemokratien - WTZ) i.s'one of the subordinate units of the Eaet German State Planning Commission. It is headed by Bernd Weinberger. His predecessor was Gaebler (Thu). 25X1 a. Weinberger is reported to hold the rank of deputy chairman An the State Planning Conission and is responsible only to Bruno I,euschner, its chairman. Erwin Kerber, also of the SPC, often confers with Weinberger. b. The offices are located at Koepenickerstrasse 80-82. The ground floor of this building contains assembly and conference rooms. The ;second floor contains the WTZ offices. The Central Office for Resear?h and Technology (ZAFT) occupies all of the third and part of the fourth floors. The remainder of the fourth floor and all of the fifth floor are occupied by the Office for Standardization. 2. The WTZ coordinates requests for scientific-techniral information received from East Bloc countries on the one hand and from East German enterprises and institutes on the other. An enterprise formulates its requests ttnd passes them to its ministry, which sends them on to the WTZ. The planning and coordination section of the WTZ checks the requests for accuracy of terminology and procedure. The requests are then sent for coordination to such other agencies subordinate to the State Planning Commission au ZAFT, th? Q"FfiCe' for"'S.andardization, the Office for Measures. ents and Weights, and the Office for Patents and Inventions. When the requests are returned from the coordinating agencies, they are sent by the WTZ to the trade delegation of the embassy of the country to which the requests are to be sent. 3. The section for planning and coordination is subdivided into eight secretariats, one for each Soviet Bloc country. The individual secretariats supervise the processing and coordination procedures of both domestic and foreign requests for the country for which the secretariat is responsible. 5. Two Soviet officials who have been in personal contact with the WTZ are Gulayev (fnu), who is identified as the chief of the trade dele- gation it the Soviet Embassy in Berlin, and Shkotnikov (fnu), his deputy. 6. ZAFT is to be reduced in the 25X1 near future. Its clerical help-is being gradually dismissed and its scientific and technical personnel are to be assigned to the WTZ. 7. There are offices in the various technical ministries which are charged with WTZ-type functions and'are responsible only to their respective ministers and to the WTZ. In larger enterprises, such as the Leuna Works, +here is a resident engineer-scientist responsible for WTZ duties and subordinate to the WTZ of the pertinent ministry. All correspondence pertaining to this field is classified as V ertrauliche Verschlusssache (VVS)(corresponding to a Confidential classification) or as eheime V ersohlusesache (GVS)(corresponding to a Secret classifi- cation). 1.
