Official Construction Organizations
1. Official building construction in Bulgaria is organized into four stages 25X1
with corresponding governmental departments responsible for each one. After
a special planning unit within each ministry, known as Kapitalno Stroitelstvo,
draws up a building pro~eet in outline form, it is forMrairded to the Government
Planning CoaTmaission (D~irzhavna Planova Kowisiya), the ultimate authority for
all official planning. The commission afro allocates building materials. If
the commission approves the plans, it then returns them to the appropriate
ministry, specifically to sections knoatn as the Proektantski Organizatsii for
detailed planning and action.
2. The following are locations of Proektantski Organizatsi=
a. Ministry of Defense: Narodna Otbrana - "Prong", on Pencrio Slaveykov Street;
b. Ministry of Health: Zdravproekt, at the intersection of Graf' Ignatiev and
Alabin Streets;
c. Ministry of Transports Transproekt, at the intersection of Rakowski and
Hadzhi Dimitux Streets; ~ 25X1
d. Ministry of Heavy Industry: Promproekt, with headquarters in 3laweykow
Square at the corner of Rakowski Street, and a branch office on the Boul-
evard Georgi Dimitrav, at the corner of Tsar Simeon Street;
e. Ministry of Agricultures Zemproekt, located at the intersection of Slaveykov
Street and Boris I Street;
f. Ministry of Building and Road Construction (tlinisterstvo na Stroizhite I
Putishtata): Putproekt, engaged in planning of rroads;

Stopanstvo I Blagoustroystvo)a Glavproekt' at the intersection of
Boulevard Ruski and 9 September Street; and
h. Ministry of Electrifications Energc~lthidroproekt, at the intersection
of Washington and Zhdanov Streets.
A section of the Ministry of Building a'~d Road Construction, the Goverrnnent
Building Enterprises (D~rzhavni Stroitelni), undertakes-the actual constric-
tion work. Every large town, with the exception of Sofia, has a construction
enterprise which is solely responsible for official building in the respectiv?
area. Municipal and private building pro3ects, however, are controlled by the
Ministry for Communal Economic Matters.
Sofia Municit~al Building Enterprises
!t. Sofia alone has a Municipal Building Ente-~prise (Sofiysko Stroi'telno Obedinenie )
which employs about 900 skilled workers in addition to its staff. The staff is
organized and located as followso
a. A building at 67 Simeon I Street houses the office of the gESneral manager
and a staff of about 6s, comprising the departments of planning,~supp],y,
transport, administration and accounts;
b. The Technical Department of the Mu,ni~pal Building Enterprise, which employs
approximately 60 persons, is located`at 20 Zhdanov Street; and
c. The Installations Department, located at 12 Sofroni Street, employs approx-
imately 80 persons reeponsible for sewerage, water and electrical supp],y.
5. During a two year period ending December 195l~, the Municipal Building Enter-
prise did not erect arty new structures because it-wee engag~3d in repairing old 25X1
buildings which had been requisitioned by the State.
