FDGB leaders ~n the question of steps to be taken by the GDR
Government after ratification of the Paris agreements by the
Bonn Parliament. jNhile the Ulbricht wing of the party was pleading
for a radiocal course, ~'~arnke, 1st chairman of the FDGB, wanted to
take awaiting attitude until the BPD, the DGB, OVest German organized
labor~and youth had shown their reactions to ratification. In line with
the attitude displayed by the Soviets, the FDGB functionaries said that
the time had not yet come for decisive actions in defense of the
social system of the GDR. This attitude was also justified by the
necessity of coordinating all measures against the rearming of 'Nest
Germany with t:iose taken by the ~Yorld Federation of Trade Unions.
2. `,7arnke and Ulbricht were also believed to hold different opinions
on the question of nomination of anew chief of state. In the SED
Politburo, the plan had been voiced to make ex-Field-P~iarshal Paulus
chief of state in connection with the fight against the rearming of
`r'+est Germany. V'darnke, on the other hand, opposed this plan. This opera
resistance of the FDGB against the Ulbricht wing of the SED has had
an alarming effect. 2
3. Pushkin is said to have stated recently that the Soviet Foreign
ilinistry did not consider the ratification process of the Paris
agreements as completed in west Germany. He apparently holds the
view that the implementation of these agreements is by no means
