In line with the attitude displayed by the Soviets, the FDGB functionaries said that the time had not yet come for decisive actions in defense of the social system of the GDR. This attitude was also justified by the necessity of coordinating all measures against the rearming of 'Nest Germany with t:iose taken by the ~Yorld Federation of Trade Unions. 2. `,7arnke and Ulbricht were also believed to hold different opinions on the question of nomination of anew chief of state. In the SED Politburo, the plan had been voiced to make ex-Field-P~iarshal Paulus chief of state in connection with the fight against the rearming of `r'+est Germany. V'darnke, on the other hand, opposed this plan. This opera resistance of the FDGB against the Ulbricht wing of the SED has had an alarming effect. 2 3.
