THIS IS UNEVALUATED INFORMATION
1. On 16 r'ebruary 1255., #iajor iaack, chief of the 3d Departme,,t of the
billeting administration, was allegedly suspended. :,:ajor Tollrann,
previously employed with the construction administration of the ;:IdI,
ir;aa mentioned as his successor. 1
2. In aid-March, it was ?earned that Lieutenant Colonel kinzel was to succeed
Lieutenant Colonel Pfennij of the bi..leting adiainistr:-,tion. 2
3. In mid-tiarch, the billeting administration Was headed by Colonel Rochlitzer
and was organized in 8 departments:
Planninj (1st Dep), Projecting (2d Dep), KI-groups and Construction
Investments (3d Dep), Real katate and Apartments (4th Dep), maintenance
including Eire Protection (5th Dep), Billeting and Supply (6th Dep),
Finances (7th Dep), and Organization and Cadre (8th .)ep).
The branch o:'ficea (tiuartiernutzungsabteilun;;en) (.;;NA) were reortedly
or;~anized accordingly.
The construction adninistratior,'with Colonel Praessler as chief included
the directory of the :jauunionen :,lied and Kueste and was in char, _;e of
employment of the labor force, supply of material, construction work
etc. A liaison officer from the construction administration was detached
to each Bauunion. 3
4. In mid-L;arch, two detached buildir~
;a on 3chnellerstrasse in Berlin quartered:
a. Billeting administration, construction administration, medical administration,'
fuel2 and lubricants administration and other administrations of rear
services. 4

b. of the Interior with deputy and several offices including
`Planri ? Lncl. Supply" with Colonel Koppatsch as chief. Colonel Koppatsch
was also Jr. charge of KVP barracks for the billeting administration,
while arot:__er officer was in charge of KVP interests in the field of
civilian c:nstructions. 5
5. In aid-Larch,,` I3jor Opitz, who had been in charge of security measures
at the Strausberg airfield, was allegedly transferred to Berlin as general
deputy of the co manding officer, (Colonel Amer. 1ajor Gerth was
mentioned as his skccessor. 6
6. In mid-February, it was determined that the administrat n of finances,
with Lieutenant Colonel Haehnel as deputy cp.ief of supply and Lieutenant
Colonel Seidel as chief of the Construction and Bid.leting Department,
was located in the attic of building-No 4' at the airfield. 7
7. According to Piajor ffaike, executive officer of the Chief of the KVP,
the rooms of buildings No 3 were.to be occupied as follows:
the upper floor by i ajor General IIoffaahA. Chief of the KVP, with
General Deputy, deputy for Political Affairs (Brig "Weneral Doelling),
Chief of Stf f (Brig General Bechler), Soviet adivsors, auxiliary officers
and clerks;
the ground floor by Brig General Allenstein, Chief 'of Rear Services,
Brig General, ,iayer, Chief of Construction and Billeting, Soviet advisors
and clerks. 9
Brig General Allenstein was still stationed on Schnellerstrasee in Berlin.
T+ie motor transport unit in F; ersdorf and the fuels and lubricants
administration, with Lieutenant Colonel Birke as chief, were allegedly
subordinate to him.10, 11
8. Between 4 F's br y and 22 i4iarch. the barracks installaiions~. southeast of
4 ,,?7 were occupied by an estimated 1,500 KVP soldiers wearing red'-
bordered black and red collar patches and a few, yellow-bordered black,
blue-bordsrad back and dark-green collar patches. Approximately 150
recruits, most of them for the motor transport unit, had arrived in
February. Training in firing with small arms, field training and driving
were continually observed. In mid-La .ch. instruction on 7 x 85-mm AA guns,
5 x 37-cua AA. guns and 12 heavy machine guns on tripods was continually
observed.ll, 12
Approximately 50 new ZIS-type trucks arrived in the barage area of the
installation and were put on blocks in the open. It was rumored that
another 50 barajee were to be built in the area adjoining the installatic;n.13
9. In early- Februar_, many AT guns, in addition to .r~A guns, vrere reportedly
stationed in the barracks installation southeast of a;gersdorf. In
early iIar~ h, intensive training with small arms AT and AA guns was observed.

10. Cantonment bui1cirgs southwest of the KVP installation between the former
Berlin-Joachimsthal airfield and the f3udower Chaussee were occupied by an
estimated 400 KIP soldiers wearing red-bordered black collar patches who
were equipped with several sedaris.14 KVP soldiers with the same service
color were also stationed in the above-mentioned KVP installation west of
the Adlershof S--3ahnhof, in addition to soldiers with light-red service color.15
