1. Since the occupation of Rumanian the-Soviets have inaugurated a policy
of denationalization of the Dobrogea, which they ,consider particularly
interesting from a military standpoint. The Soviets have brought about
a series of rulings aimed at the exclusion of the Rumanian population
from all local activities in order to compel them to leave the area.
Included in these rulings area
a. The return to Transylvania and to the Banat'of all Rumanian families
