PLACE ACQUIRED DATE ACQUIRED REPORT DATE DISTR. NO. OF PAGES REQUIREMENT NO. RD 17 May 1955 REFERENCES 1. Discipline in the Federation of Communists of Yugoslavia (FCY) is decreas- ing. There is confusion in the minds of the Party leaders because the Executive Committee can not agree on consistent Party and governmental policies. This is the reason that the top level Party leaders, under pressure of current events, are giving contradictory public statements on the same matter. Furthermore, ethnic animosity among the Party leaders is very strong and public. 2. Aleksandar Rankovic is considered as Tito's devoted friend, sincere collab- orator and his successor. However, Edvard Kardelj is the absolute master in Slovenia and enjoys the support of nearly all the Slovenes. He has the leading position in the FCY organization as the Party dogmatist. He is energetically pushing Communism in the country's administration and economy. His influence is increasing because he is supported in his activity by the majority of the war Partisans and old Party members as well as by all the Slovenes who hold important positions in the Army, UDB and the government's administration and economy. Moss Pijade will be discharged from all Party and governmental functions in the near future because he is against Kardelj's internal policies. Pijade recently had an open conflict with Kardelj when the former was attempting to secure the allocation of more credits for the Serbian economy.
