In 1953 the plan for an underground passage around Sofia was completed., and exc4'vation was initiated in 1954. Construction work is the responsibility of the Inzhestrvy (Ingenerno Stroitelstvo) section of the Ministry of Con- struction. The unit actually concerned with construction on the spot is called Department No. 27- 2. There are several sites where construction is already underway, usually with one entrance each to the tunnel. Thj sites are fenced in and are usually located between military barracks. The following .it.. are known: a. in taw vicinity of the 'asno solo quarter of Sofia, approximately one kilometer from the prison for juvenile delinquents; the site has Project Number 302, and the entrance to"the tunnel bears the same numbers Dimitfilr Angelov is the engineer in charge; b. In the vicinity of the Tukhlarska quarter of Sofia; c. In the vicinity of the Poduene railroad station; and d. In the vicinity of the Seminariya. 3. The tunnel is four meters wide, four meters high, and lies 25 to 30 meters under ground level. The walls and ceiling are of concrete. The wooden forms used for pouring the concrete have been left imbedded in the concrete. A steep, winding stairway leads into the tunnel, each step being 0.8 meters wide and 0.3 meters broad. Workers employed on the project must sign a declaration that they will guard the state secrets,, that they are aware of the secret nature of their work, and that they are liable to punishment under'the penal code for divulging any information on their work.
