The first item of the agenda which the Soviets will propose for the Four Power Conference is a global solution of the East-West conflict on the basis of spheres of influence. 2. The essential objective of the Soviet disarmament proposal is to prevent West German rearmament as presently planned. 3. The Soviets will propose a unified, neutralized, armed Germany with a defense force of 400,000 to 500,000 man. 4. As an alternative, they would accept controlled rearmament of West Germany counter-balanced by East German armament within the framework of an all-European security system, 5. 6. Moscow will attempt to bring Finland, as well as Yugoslavia, into the East Bloc Pact signed at Warsaw. On the whole, it seems doubtful that the visit of the Soviet leaders to Belgrade will induce Tito to return to the Moscow line. In East Germany the SED is disappointed at the cautious tone of the Warsaw Pact and the exclusion of the DDR. The general feeling in SED ranks is that the DDR is being used as mere trading material. However,, the Warsaw Pact provides legal basis for stationing Soviet forces in the satellites. 9. Previous information on plans for the isolation of Berlin is confirmed. No date for the isolation of the city has been not, probably because the Soviets do not desire to introduce complications at this critical juncture. S-E
