Tito apparently does not favor a pro-neutral policy but rather he is
seeking predominance in the Balkans. Tito may well become more active
than either Nehru or Burma's U Nu as a helper in the Soviet efforts
to render Western security plans ineffectual. If so, Khrushchev's
success in his mission outweighs the political setbacks of the Zemun
"welcome" speech and Tito's continued political independence.
