R6rst Sindermann, the chief of the Agitation Section of the SED
Central Committee, stated at a meeting of faculty members of Leipzig
university on 27 May 1955 that compulsory military service in East
Germany would not be introduced until after the failure of the
Four-Power Conference and of other (unspecified) steps which are
to be taken by the Soviet Bloc.
