Ministries df Internal Affairs had existed in all republics except the RSFSR,
where all the work was carried out by the MV.D,1USSR Because more than half
the work of the MVD, USSR, was in the RSFSR, th question was raised, prior
to Stalin's death, of organizing an MVD for the'\SFSR in order to improve MVD
`trork in general and to lighten the load of the Minister, MVD, USSR,
2. There is no KGB for the RSFSR because there is actually no need for one.
Furthermore, the Presidium does not wish to create a position whose occupant
would be able to play the RSFSR off against the USSR.
3. There were two lieutenant generals named Stakhanov in the M. One has been
with the MVD for about twenty years. When Abakumo' was Minister of State
Security,Stakhanov was his deputy, for the Chief Directorate of Internal
Troops; When Ignatyev became Minister, Stakhanov was Chief of Militia, USSR.'
The other Lieutenant Qeneral Stakhanov was a commarding~general of Border 25X1
Troops in'the Ukraine in 1949.
