This is UNEVALUATED 1.. 2n.September 1954 the Council of Ministers decided to limit the number of deputy ministers to three in each ministry.. Former deputy ministers who were not to retain their positions were demoted to assistants to deputy ministers. The three Deputy Ministers of the Ministry of the Interior are Georgi Kumbiliev, Apostol Kolchev, and Nikola Tsachev.. Stoyan Dzhurov, former Deputy Minister; Khristo Boev, former Deputy Minister and now Ambassador to Berlin; and Kapitanov (fnu), former adviser to the Minister,, were transferred. 2. Khristo Boev had headed the internal and foreign intelligence department, but following his transfer., the department was split. Internal security matters were assigned to Dimitur Murdzhev (also head.of Department III). 25X1 and intelligence activities abroad were assigned to ICapriel.Kaprielov, assistant to Deputy Minister Kumbiliev.. Kaprielov,.iaho is of Armenian origin, was dismissed from the '.Ministry of Interior in 1950. For some time he was employed in the Metal Department of the Ministry of Internal Trade, following which he was imprisoned for one year. He returned to the Ministry of Interior in April 1954. His wife is a deputy minister 25X1 in the Ministry of Foreign Trade. 3. The present intelligence and security organization in the Ministry of Interior is as follows : a. Department I, foreign intelligence, headed by Kaprielov; b. Department II, surveillance of "Fascist" and religious organizations; c. Department III, counterintelligence and surveillance of foreign diplo- mats, headed by Murdzhev; 25X1 d. Department IV, interrogations; e. Department V. operational archivesk wire-tapping., and censorship of mail and telegraph; .. Department VI, physical surveillance, serves all departments upon request; g. Department VII, security of vital installations, headed by Dunkov (fnu); h. Department VII, Frontier Troops, headed by General Dimitur Angelov Gilin; Sektsiya 17 of this department is a special operational intelligence section; i. Department IX, prisons and prison camps, headed by Troev (fnu); J. Department X, cyphers; k. Department XI, transportation; and 1. Department XII; finances, files and archives. 4. The following are separate administrations (Upravleniya) and come directly under the control of the deputy ministers: a. Supply Administration, headed by Colonel Basmadzhiev (fnu) and under Deputy Minister Tsachev; b. People's Militia Administration, headed by Colonel Stozharov (fnu) and under Deputy Minister Kolchev; and c. Liaison Administrations under Deputy Minister Kumbiliev. The head of this administration is not known. 5.
