At the recent Warsaw conference, Zhukov promised that the Soviet troops at present stationed in Austria would return to the USSR. On the other hand, he was rather certain that the Americans would not return their troops from Austria to the US but Tito Northern Italy and principally to West Germany. Thereupon the Czech Minister President and also Walter Ulbricht demanded 25X1 that troops stationed along the western border of Czechoslovakia and KVP units in Thuringia and on the Elbe River be reinforced. General Heinz Hoffmann and Ulbricht even tried to have their old plan of building a sort of "West Wall" along the zonal boundary approved in Warsaw. However, all these plans had to be postponed. The Soviets declared that they would not reinforce their occupation troops in Germany, but that they would not oppose precautionary measures taken by the GDR Government along the Elbe River and by the Czechs on their western border, as long as these measures remained reasonable. 25X1 Comment. In spite of press reports to the contrary, no entire Soviet units have been observed leaving Austria so far.. It has only been notified that the units which were moved to training areas were smaller than in previous years.
