SOURCE EVALUATIONS ARE DEFINITIVE. APPRAISAL OF CONTENT IS TENTATIVE.
1. The Hungarian National Civil.Defense System (Magyar Orssagos Iigoltalmi
aserveset) comes under the authority of the hi +-Defeare Ooe and (L-gerdelni
3sparanesaoksad)a which 4ssties orders in pease-4ime to the oivil-dsfowe
system through the appropriate ministries, aside from a limited member of
orders from other ministries, most of the orders are issued by the *taistrt
of the Interioro
25X1 ,+I
25X1
2. The implementation of oiv#.l-defense ssuures is the responsibility of the local
oouncila, which appoint special officials for that purpose. 1h11-41me local
civil-defease leaders are members of the peniianeat staff of an orgsmisation
called the Civil-Defemse Police (Ligoitalai Hesars4g). The oivirdefease
police wear unifoarms with bright `seen shoulder boards and Dollar tabs. Tech-
nical detachments also wear a breach insigne (an anchor surmounted by a
crossed axle and 'mattock).
3e The fasations of the civil-defense police are fairly broad and ineludst as all
administrative work related to civil-defssse operations] be supply procurement
and hand" ingg oe registration and training of persomeli do superAiom of the
exeo*tion of published civil-defense orders.
4. Due to its numerous duties, the civil-4efease police 0a work has been ineffeoti e
and is actually restricted to recraiimemt and training. Without the help of the
local Party orgaaisations, the civil-,defemse program would be ooWletoly mla.
sma/9essn in the face of public indifference. The Party organisations are forced
to order men and women to attend the training oaarsesa althoso the loner spsct-
fi+oally states that, all such work is voluntary. By the end of a eearseit only half
of the registered students remain. The training fares better in the larger tae-
torids and enterprises, where more pressure may be exerted on the individual
workirs
5+ It is believed that the railroad personnel and the railroad cosmatnia*tier system
are part of the civil-defense reporting and warning n ' ork.
