la Soviet diplomats believe that their goverroont will consider,
allowing free elections in rmany only after the activation of a European
security system. They do not expect early reunification of Germany, since
the U.S.S.R. will insist on the abandonment of American bases in Europe as
a prerequisite.
2e It is the opinion of Russians that the Geneva Conference should 25X1
consider only problems capable o a sou on, such as disarmament, the pro-
hibition of atomic weapons, and collective security, not difficult problems
like the question of a seat in the United Nations for Communist China or 25X1
German reunification. They think there should be no discussion of the Oder-
Neisse boundary, as this is a-Polish rather than a Soviet boundary, and any
discussion of it requires the participation of the Polish government?
Comments It is reported that the ltissianss requested the Polish govern- 25X1
men not to over-empkm size the celebration of the fifth anniversary of the
treaty confirming the Oder-Noises boundary.
