1, According to rumors prevalent in high oeeign Ministry ,{end press
circles in East Germany, the following op>nents are acted to
take place in the now futures
a. Walter Ulbricht will resign his position as Deputy Minister President
and will withdraw from the East German government altogethero He will,
however, retain his position as Secretary of the 8ED Central Committee,
at least for the present.
b. A Ministry of Defense will be established, and will be hesltbdd 41861-
by Erich Honecker, former chairs of the Free German Youth (W).,
or by Major Paul Markgraf, former Police President of East Berlin,
now in the People?s Police.

Russians have ordered the East German government to build up a prestige
of the leaders of the former bourgeois parties, such as Otto Nuscbke,
Chairman of the Test German CDU. Prior to the recent Helsinki meeting
of the Communist-sponsored World Peace Council, Nuschke had been ordered by
the Russians, to utilize that event',-for the-eatablishaent of closer relations'.
