1. The Yugoslav Government originally formed the Balkan Pact for political
and economic reasons, in addition to military necessity. The political
reasons are as follows:
a. To prevent the aggravation of a tense political situation which was
certain to follow a purely military pact.
b. To give the Yugoslavs room for maneuvering if the political climate
should warrant.
c. To prove that Yugoslavia believed in the possibility of ideological
coexistence with nations of varying political systems.
2. Yugoslavia wishes to preserve this alliance, but in view of the current
relaxation of Soviet attitudes, will deemphasize the purely military
aspects by giving priority to the political, economic and cultural
fields. The Balkan Pact has not been the subject of discussions at
meetings of the Federation of Communists of Yugoslavia for several months.
