1. on 311 y 1 , units at Division Eggesin held meetings which
were also attended by civilian employees of the KVP. At these meetings,
Division Commander Weiss read an order, according to which, effective
immediately, all KVP members and civilian employees and their dependents,
were prohibited from maintaining any contacts with the West, including
correspondence with relatives in Western countries, predominantly West-
Germany and West-Berlin, trips to and visits from Western countries and
visits in West Berlin. The participants had to sign a declaration which
contained a threat of punishment because of high treason in case of
violation of the order. The signer had to assume the responsibility
also for his dependents. Many civilian employees who did not sign the
declaration were dismissed on the lame day.
2. In mid-May, wives of KVP members were asked to volunteer for military
training in order "to increase general security". Training
firing has already started.
3.' On 21 and 22 May, a conference of delegates of SED members of Division
Eggesin was held at the division headquarters. Political commander of
the division, Major Grundmann, who made the main speech, requested
increased security and vigilance within the KVP. As a result of the
following discussion, which dealt with critical remarks on KVP and
state by KVP members and civilian employees, numerous persons,
predominantly civilian employees, were dismissed on 23 May.
4. After mid-May, controls in and outside of the installation in Altwarp
were handled more strictly. Special attention was to be paid to persons
not permanently living there.
5. On the basis of a "Directive of the Chief of the KVP" of mid-May, all
employees of registration offices, in connection with general security
measures, had to sign a declaration, according to which they were not
permitted to pass through or enter West-Berlin; send or receive mail
to and from West-Germany and West-Berlin; invite or receive any visitors
from West-Germany and West-Berlin; maintain any of these prohibited
connections through a third person.

restrictions also affected all dependents of the employees.
P".-sons who refused to sign the declaration were to be dismissed
without notice.
6. In late May and early June, all civilian employees of these offices
had to undergo a thorough check. The employees had to fill out a
questionnaire which, among other questions, asked for the names of
all relatives and acquaintances in Western countries.
7. In late May, it was ordered in the planning bureau of the KVP'MdI
that effective immediately individual installations and projects on
sketches and other documents had to be designated only by numbers.
8. On 1 June, the employees of a KVP agency in Spremberg were requested
to sign a declaration, according to which all correspondence with
Western countries was prohibited. The employees allegedly did not sign
the document, whereupon the request was withdrawn after a few days.
In early June, it was learned that all civilian employees of the
installation in Eggersdorf, who had relatives in Western countries
or maintained correspondence with persons in Western countries. had
been dismissed.
10. In mid-June, Order No 13,115 (prohibition of personal and postal contact
with relatives in iVestern countries) caused a strong tension among the
employees, most of whom refused to sign the document. In spite of that
the superior offices intended to give notice to and dismiss those who
refused to sign. The order was also to be applied to employees of
Bauunionen Kuesteand Sued.
11. In early June, all KVP members in Prenzlau had to sign a declaration
in which they promised to discontinue all correspondence with persons
living in Western countries and West Berlin and not to enter these
areas.
12. On 16 June, it was announced in a railroad office that, on orders of
the Berlin railroad headquarters, members of combat groups and VP
auxiliaries were no longer permitted to visit 'West-Berlin and7est-Germany.
Comment. The report indicates that increased security measures were
carried out, apparently without regprd to the resulting dismissal of a.
large:. number of civilian employees.
