1. On 23 June 1955s the Pras idium of the Ea--t- Cerra.. Council of Ministers
issued a decree calling for the reconstruction of the Koabinat Schwarze Pumps
as apart of the program for developing the lignite industry. The decree,
based on a suggestion of the MiL .istry for Heavy Industry, designated the project
as one of the decisive tasks of the Second Five Year Plan. It was to be con- 25X1
sidered an investment project of the Ministry for Heavy Industry to which the
Ministries for Reconstruction, Transportt$ Post and Telecommunications,as well as
the Office for Water Economy (Amt fuer Wasserwirtschaft) and the Besirke would
also corrt2ibute investment fluids,

AU ministries concerned were ordered to get their respective parts oi' these
measures under Way during 1955 and to adhere to the time schedule formulated in
the decree. The preliminary measures were to be worked out within a total

Specifically, the Mi~.istry for Transport was ordered to complete the expansion
of the Bluno 13ahnhof by 20 Luguust 1950 The connecting highway F 97 to the
Kombinat entrance was to be finished by 1 October 1955 and highway F97 itself
car a over 8 plant railway tracks, In addition., the State Planning Commission
was to see that steam and current were supplied to the construction site and that
all necessary materials would be available as required to keep the program moving
on schedule 4 The drinking and industrial water supply was to be secured by
