authorized to visit West Berlin. bf it is absolutely essential that certain
DIA officials visit West Berlin in the course cf priority official business,
a specific authorization must be obtained through chsnnels giving the names
of the officials involved, the date for which this authorization is validp,
and the specific purpose for which pert . lion Is requested,
2. Aside from certainprivate individuals, only the following groups of persons are
still legally permitted to visit West Berlin:
ao Officials and employees of the various DHEe (Deutsche flandels Zentrale
domestic trade centers);
bo Officials and employees of the East German HO (Handel s.Organisation);
co East German ,lid, cooperatives;
d,~ Officials a-id workers of the various East German VEBs
(Asiiqaa',i p'1nn#s) e .
If, however, the i 1. persons listed in paragraph 2 above are SED
members they fall-under the directives issued to them by their
particular echelon of thg Party, which in all cases takes precedence over
any ministerial_directivae, SED Party orders in some cases do nox
necessarily place Crest Berlin off limits; on the contrary, scme Party
members are directed on certain occasions to visit West Berlin in connection
with specific Party missions which can be divided in two groups.

a. Individual assignments to visit certain West Berlin residents for
individual "enlightenment" talks; or
bo Group assignmentW-VWgv-public demonstrations in
West Berlin.
