RD REFERENCES 25X1 Chinese Communist authorities in Shanghai were making plans to evacuate from Shanghai up to three million persons in the following categories: a. Viers who had come to Shanghai instead of tilling the land given them during the land reform pro ram. b. Factory and hospital empioyees. c. Unemployed persons depending upon government relief.1 2. 0 plans were underway to move T'ungchi University, formerly St. John's' Universityy to an unspecified site outside of Shanghai. T'ungchi Ebe ital was also to be moved. 3? plans had been made to move Futan University from Shanghai to Chungking. All students and movable equipment were to be included in the mire. -'eomment. Shanghai may be sent to the Northwest. these persons evacuated from Comore t. Chinese Connnunist authorities were planning to reduce the population of Shanghai from six million to three million by moving factories and universities into the interior. The Shanghai Chieh Fang Jih Pao of 24 May 1955 reported that an estimated 60,451 peasants had returned to production work in rural areas of East China from Shanghai during April and May 1955.
