2. The sounded depth next to the lightship was 28 feet at low tide. The pier
where the ship was moored had a sounded depth of 23 feet at night. A ship
with a 22'6" draft had to wait for high tide before the pilot took the ship
out.

No naval craft were in port A tanker and a small tugboat were in
port.
The cargo from one merchant ship was unloaded at Taku Bar at the rate of 10.3
tons per gang per hour. The loading rate was 14.2 tons per gang per hour.
Requests for shore passes were required 24 hours in advance and were valid
only once. Shore leave was allowed only under guard, from the ship to the
seamen's club.
