influence is limited by the following facts:
a. He is such more absorbed by his family life than he used to be six
or eight years ago; for this reason he does not find the time to
care for all details of government.
b. Tito's chief lieutenants enjoy growing authority either on account
of their importance in the field of ideology and education (Zdvard
Kardelj), or their expert knowledge in the field of administration
(Aleksandar Bankovic), or their great familiarity with the compli-
cated structure of the nationalized.economy (Svetozar Vukmanovic-
Tempo). On account of their authority, these top-level functionaries
occasionally dare offer opposition to the President's Executive
Office, which is heeded by dose 1Pilfan, a versatile Slovenian intel-
lectual.
c. A number of or?snisations have gained a certain amount of autonomy
and independence on the basis of directives given by Tito himself.

influential advisers of Tito, the group of Tito's top-level lieutenants
consists of Edvard Kardelj, Ai.kaa ar Rankovic, andKoca Popovic. Vilfan
also has much influence. Popovie, vho is note meter of the Executive
Committee of the Federation of Communists of Yugoslavia, is especially
liked by Tito because he is good company and knows much of the world,
while Kardelj likes to indulge in boring theoretical tirades, and Rankovic
is not much more than a good executive officer and behaves like a class-

Power in Belgrade is, however, not exclusively wielded by Tito and his
chief lieutenants, but is shared with the important organisations in
the country. Tito is not willing to ignore the c !air and opinions of
these orpnisatisns. Generally it can be stated 'bat Yugoslavia developed
along lines different from the Ut, Poland, and i"aeohoslovakia, where
the idea of one-men leadership is at present rejrted, while Tito still
is the most powerful-factor in his country and his popularity represents
the real strong of the present Yugoslav regime. The question of Tito's
succession is therefore feed with a mixture of eoafusion and alprehansion

Tito's closest followers who believed himself capable of suooeawinng.Tito
