Korean Peoples' Army to discuss problems stemming from laxity in discipline
and. training:

T'ae-song, Colonel, Commander, Rear Headquarters, was held in the con-
ference room at Rear Headquarters. The conference was called to estab-
liSh regulations to combat slackness, waste, and financial extravagance.
The following proposals were discussed:
a. Economy in the use of first-aid supplies.
b. Correct financial procedures.
c. Elimination of greed and waste.
d.. Execution and punishment of profiteers and embezzlers of government
funds.

a. Rear units are unaware of the correct party line. They should be
made to realize that aid. goods from fraternal nations are the result
of the labor and effort put forth by the laborers and farmers of
those nations.

c. Meetings and discussions will be held to promote understanding of the
functions and operations of rear units.
Discipline
a. Privates and corporals are not to be allowed to lodge in civilian
dwellings.
b. Organizational regulations concerning liaison personnel and clerks
need revision.
c. Daily schedules must be issued.
d. Effort must be made to reduce the accident and vehicle collision rate.
e. Systematic procedures must be established in all matters concerned
Stith supply.
f. Leave without permission is prohibited. Measures must be taken to
enforce regulations concerned. with AWOL personnel.
g. Organizations within the V Corps must cooperate and function together
smoothly, for example, good relations must be established between
units like the Carts and Implements Repair Shop and the Clothing
Section.
Conservation and Planning
Combined organizations in the Corps, such as the Security,y Department,' the
Inspection Organization and the Financial Department are performing duties
which overd.ap. This wasteful condition resulted in a total loss of
3,000,000 won of government funds.
3. The Military Affairs Committee for the military district discussed the
following items:
Training
a. Offices in charge of training must be consolidated; technical training
should keep pace with consolidation. Controls over training must be
strengthened. This requires the efforts of all personnel from the
division commander to kitchen personnel. Greater uniformity must be
established in the registration procedure as different systems are
used in the upper and lower echelons.
b. Athletic facilities, materials for physical training and a combined
training area should be furnished for personnel. A field firing
range must be furnished.
c. Positive training for commanding officers and staff officers must
be initiated.
d. Shooting meets and firing practice should be organized. Materials
for both shooting and combat training and sighting will be readjusted
e. Experiences gained in combat should. be used. to the fullest in the
training of personnel.
f. Training in the rear unit areas has been poor until recently. Trans-
portation is better controlled in rear areas, but training must be
more rigidly maintained.
Prepare-for-action training has been neglected.. This training must
be overhauled and maintained.
h. Basic training for newly enlisted personnel must be improved..

i. The caliber of combat training was a direct result of unsatisfactory
teaching procedures used by commanding officers and political per-
sonnel'.in the Army.
3. Propaganda should be facilitated by citing examples.
k. Training in sentry duty must be more rigid.
1. Phases of training are not disseminated among the servicemen.
m. Rear training areas will be inspected by 20 August. The review of
training and/or defects in training has not been properly executed.
n. Training for emergency call will be held continuously until all
personnel become familiar with it.
Efficiency
a. Operations undertaken by rear units must be fulfilled more promptly
and efficiently.
b. Emergency warning signals must be standardized.
c. Inspections conducted in a lackadaisical manner must be abolished and
preparations must be made for a national inspection which will be
d. All plans and schedules will be re-examined
e. Better techniques for pig-breeding must be put into practice.
f. Revisions in the procedures in stable-keeping were proposed.
g. Measures were discussed to realize the quickest possible repair of
horse carts.
h. Inspections will be facilitated by all officers concerned.
i. The organization of liaison personnel and transportation needs
strengthening.
J. Submitting of false reports must be prohibited.
k. Orders must be given in such a manner that they can be executed.

m. Participation in battalion-level demonstrations must begin.
Discipline and Morals
Ways and means for imbuing servicemen with a sense of propriety were
discussed.
a. All personnel must be punctual and on time for meals.
b. The environs of the dining rooms are filthy.
c. Only that laundry authorized by regulations may be done.
d. Authorized number of leave days is now seven.
e. Commanding officers are not assuming the proper responsible attitude
in the handling of supplies.
f. Disagreeable and defiant attitudes toward inspectors and upper
echelons must be abolished.
