1. General Information
a. A reorganization of the Schutzpolizei (Regular Police) and the Grenzpolizei
(Grepo) (Frontier Police) is now taking place with a view to increasing
their reliability.
b. Control posts and patrols on the sector boundaries are being placed forthwith
on an operational basis.
c. The effect of this measure is that the city area which hitherto was the sole
responsibility of the Schutzpolizei, now comes under the command of not only
the C.O. of the Schutzpolizei, but underthat of an officer specially seconded
from the Grenzpolizei headquarters . On the other hand, zonal boundaries
remain under the sole command of the Grepo.
2. Gran
In the future, when selecting officers for the Grepo, special emphasis will be
placed on youth; young men will be chosen whose political views are considered
to be beyond question. Such officers will be required to serve at places such as
Spandau, Marienfelde, Lichtenfelde, etc. They will at all times be liable to
instant dismissal should circumstances necessitate such a course of action.
3. ~ch` t z olizei
a. The same emphasis on youth will be followed in the selection of candidates
for the Schutzpolizei. To lessen the risk of contamination they are no
longer subordinated to the "Inspektionsleiter" (Inspectorate Heads) but to a
separate command.
b. The chain of command is as follows:
i) C.O. of Schutzpolizei with rank of Inspekteur.
ii) Grepo liaison officer with rank of major.
iii) "Gruppenkommandeur" with rank of Leutnant or Polizei Kommissar.

iv) "Streiffengruppenf{lhrer" consisting of:
one Unterloutnant i.e. Polizeimeister
one Unteroffizier i.e. Hauptwachmeister
c. Officers and troops of this unit may not serve or be posted for service with
the general police force.
d. This unit is regarded as a special operational mobile reserve force
(Bereitachaftatruppen). A permanent reserve force of between 55 and 75 men
is attached to each "Inepektionabereich" and is entirely independent of the
mobile police or accident squads.
Reserve Force in the" Inspektionsbereich"
a. These forces are fully motorized and are armed with machine carbines and
carbines.
b. They are being housed in accommodation near the Sector boundary.
c. About 85% of these men hail from Thuringia, Saxony and Halle.
d. All, including patrols and sentries, are prohibited from staying in one
place for longer than four months.
e. At the expiration of their period of service they are to be regrouped. During
the hand-over, one man is left in each "Zug" (section) and patrol control
point for as long as it is necessary for the new forces to familiarize
themselves with local conditions. But in no case is he allowed to remain
behind longer than fourteen days.
f. The change for those concerned takes place suddenly and unexpectedly, and
some time elapses before they are again chosen for duty within the city area.

The organization is as follows:
a. (i) Operational leader for entire forces
(ii) Oberleutnant from Grepo
(iii)Oberkommissionar from Schutzpolizei.
b. There are three groups:
(i) Center Group Strength 55-60 men
(ii) North Group Strength 40-50 men
(iii) South Group Strength 60-75 men

"Zug" Leader Unterleutnant or Polizei Meister
Patrol Leader Obergefreiter or Oberwachmeister
"Zug" : 10-12 men.
