A. Summary of Suggestion
Suggester proposes modification of the routine letter notifying
an individual about to enter on duty to provide for a possible pay
lag of six weeks rather than four weeks and
amendnlanguagesused
in request that the employee bring appropriate
his dependents' dates of birth.
B. Summary of Evaluation
On 7 August 1958, OP9 stated:
"This suggestion has been adopted in part. In the future,
letters to appointees to be paid from unvouchered funds will
indicate a possible four to six weeks' pay lag. The 'birth
evidence' sentence will use the term 'birth certificate' but
not the detailed description proposed by the suggester. Other
evidence than that described is acceptable for passport pur-
poses and we believe the specific statement proposed would be
misleading; on the other hand, a detailed description of all
possible acceptable documents would be too long and, we believe,
unnecessary.
"We have no basis for estimating any tangible benefit to the
Government in adopting this suggestion. There would be an
intangible benefit morale-wise in avoiding recurrence of the
suggester's own experience."
