Suggester proposed a modification of the photographic light
tables presently used by photo interpreters in the inspection,
editing and evaluation of film transparencies, both negative and
positive, which.a2re spooled on metal reels.

On 3 December 1958, Mr. Authur C. Lundahl, Director, Photographic
Intelligence Center, stated:
"The suggestion to modify the photographic light tables, as
described. in this suggestion, wasr adopted b the Photographic
Intelligence Center in May 1958 a suggestions. STATINTL
A contract was signed with a private corporation in June 1958
and all of the light tables in use in the Center have been
modified as suc ested. In addition, the Army, Navy, Air Force,
STATINTL and th oto intelligence services have indicated
that they expect o pure ase the new light -tables as soon as
they become available. Although it is very difficult to place
a dollar value on the savings that will be realized from these
modifications, the tangible as well as the Intangible savings
are nevertheless significant and will be of continuing benefit
to the intelligence community.
"The major tangible saving that will be realized from this
suggestion will be the reduction of o u j. The
light table formerly In use created scratches and blemishes on
film as it was being spooled across the light table, thereby
necessitating early replaceuzent of worn out film. It is
estimated that in FY,1958 there would have been a saving to
the Agency of between $12,000 and $15,000 in reproduction costs
had the new light table been in use. This Is a saving which
will continue each year and which will increase in magnitude as
the size and use of the film collection increases.
"The Intangible savings are more significant than the tangible
savings when considering the value of the intelligence contained
in the film. The investment expended in obtaining high quality
photography may be lost if in the analysis of the photography
significant intelligence information is obscured or obliterated
by scratches and blemishes on the film. It is because of this

"crucial problem that efforts are continually being made in PIC
to safeguard against film damage. The suggester, in putting
forth this suggestion, has greatly reduced one of the primary
causes of film damage.
"The development of this suggestion was not specifically related
to the suggester"s regular responsibilities. It was developed
as a result of his day-to-day handling of photography and recog-
nition of a solution to a serious problem
"It is recommended that the Incentive Awards Committee commend
the suggester for his efforts and appropriately reward him '.a
accordance with the Agency Suggestion Awards Program."

On 5 December 1955, Jr., ODD/I, stated:
"In addition to the comments by the Director of the Photo
Intelligence Center, I add the followings
1. 'It is our understanding that the modification brought about
by this suggestion will result in a basic change in the design
of commercially manufactured light tables. This will obviously
result in not only the other intelligence services of the Govern-
ment acquiring the benefits described in the attachment, but all
Government and commercial concerns engaged in work requiring the
use of light tables will, as they replace their existing equip-
ment, likewise benefit. However, tables are not yet commercially
available so it would be impossible at this time to get any
estimate of savings from the other agencies. Therefore, with
respect to circularizing the rest of the Federal Government on
estimated savings in order to further determine intangible
benefits, I would suggest we defer that action for say a y?ga
or so.
2. With respect to the tangible savings estimated by Mr. Lundahl,
it should be remembered that the savings will accumulate year
after year and this should be taken into consideration in deter-
mining this award based upon tangible benefits.
3. With regard to the intangible benefit derived from the sug-
gestion, it is our feeling that it probably fits' the scale at
the 'moderate benefit, broad application' point or somewhere in
the $200 to $300 range. It would be used eventually, as I
mentioned above, by probably all Goverment agencies in this work
but it. is extremely difficult to forecast how many of these
light tables will eventually get into use and It is virtually
impossible to estimate how much film throughout the Government
will not have to be reprocessed owing to this.

4. I think this case is worthy of discussion in the Committee
because I am somewhat at a loss to pin it down at a specific
figure."

Suggester proposed a solution to a technical problem involving
the NEMS 966 Video Patch Cord. (Sample of device with case folder.)

On 3 December 19585 .ir?.5 Chief, OC-SP9 stated:
?'A review of the attached suggestion submitted by has been
conducted by this office in conjunction with a commercial con-
tractor. All concerned with this review agreed that the original
design of the DIEMS, type 966 patch cords can be improved. While
the field is to be conanrended for the interim solution of this
problem, it is felt that the submitted sample plug is not con-
sistent with good engineering .practice. The results of the
study are as followsa
;:a. A cable clamp or groin a et is p ?ef?mrabie to the lacing cord
used to secure the coaxial cable to the patch cord plugs.
b. The proposed plug, if used with patch patmels containing
nzrsazerous cords, would be unwieldy to handle.
c. The unit cost of patch cords fabricated according to the
submitted drawing would i. r> ap ; the manufacturing costs of
each cord by approximately $12.00. The current cost of these
path cordis is $6.50 each.
"Although the proposed modification ua not considered practical,
the suggestion caused the manufacturer to modify the design and
to agree to supply to the agency, free of charge; modification
kits for each of the cosanectos W purchased.
"Since the factors which attributaad to the failure e. ist at each
coanunications station at which this patch panel is employed, there
is every reason to believe that these stations have also been
plagued with similar breakr,3orrts. Assuming that at least thirty
minutes are required to locate and repair the breakdown and that
fifty percent of the one hundred and fifty connector, that wxm
believe are currently in use (256 connectors have been Issued to
field stations since Jan 1956) will fail once during each six month
period, a total of at least one hundred fifty a3manhours of work can
be saved annually by correcting the design deficiency.

"Since the suggestion has stimulated improvement in the design
of the connector which will eliminate many manhours of maintenance
and has caused the manufacturer to agree to supply modification
units free of charge, it merits a monitary award."
On 10 December 1958, conversation with revealed that the
manhours saved would be at a GS-9 level.
