The suggester proposes all hand trucks be equipped with
some sort of warning device which would dark a autaimeaticafl3r;
such as a wall bell attached to a wheel, the tone being pro-
duced by a tumbling aactiori# or a permanently attached bell
activated by a bell knoekcer attached to a wheel. Be explains
theses trucks carry as much as 2,000 pounds through the halls
creating a safety hazard for people entering and leaving the
room along the halls with no warning of the apprve c h of hand-
operated trucks .
R. Suaxy of Evaluations
On 25 September 1957, the Office of Logistics stated:
".., .. 9Although there has been ?w record to date
of an accident resultant from the absence of a warning
device, the possibility of an accident has always been,
existent.
"A bell was installed an we truck for a trial
since it was believed that an audible. signal laud
enough to warn people might be an annoyance. This was
not the case and a device is now being installed on
all the trucks.
"The benefits of this suggestion are of an intang-
ible nature and it is recommended that a nominal award
be presented to the suggester."
On 11 October 1957, the Office of Security m eft the
following c ent t
"This is an entirely new suggestion for this
area and might be indirectly the cause of monetary
saving. That is, through the s evingsss in claims that
might be noddle by an individual injured by one of
these trucks.

"8inae the implementation of this suggestion
should assist in the elimination of ajar crush type
accidents, as well as toot injuries, it is recommended
that it be adopted for use and the suggestee be given
a nominal award."

On 3 December 1957 the Office of Logistics replied to this
Staff I s inquiry stating that the trucks involved were one battery
powered truck and 3 hand powered trucks in Administration Build-
ing only. The condition does not exist in lant or STATINTL
elsewhere in Agency buildings.
