who nevertheless manages to harass and pers:~L-:.te non-Comciunists. Recently a new
chairman was installed, named Toshin Ivanov, w! (~ is a close friend of the Communist
Georgi Yane.kiev, former counselor in the city administration. The latter has evicted
many civilians from their homes. to house 4,'oTx niets or policemen. The police force
has recently been doubled, and It. is well arrmed.
Many employees sleep in the very offices where they work. Office employees are
literally starving. Georgi Yanakiev, on the other hand, has requisitioned two houses
for his personal use.
Yanakiev'a assistant, who scarcely ever leaves his side, is Boris Yosif. Advisors
to Yanakiev regarding methods of terrorizing the citizenry area Dr. Kraev, Nikola,
Troyanov, and other Party members and helpers of the State Security in the city of
Pleven.
Other collaborators of the State Security in the city of Oryakhovo, who are
Party members in their particular villages, area

Petur Litov, Party secretary in the village of Galiche, (Oryakhovo). He
is chief of the village combat soup. The firearms of that organization
are kept in his house.

10. the members of the police and their families are the ones who are fed. and clothed
best. They receive rood supp .ies in the stores of the KHORI G, especially intended
for them and for secret civilian agents. They do not bu at uncontrolled prices,
which are five times as high as those which they m^;a.et pa;. In addition, they receive
ration cards.
11. The 314th Infantry Regiment is stationed in the city. The soldiers' food is good,
and so is their clothing. Their equipment and munitions are new.
12. During the months of November and Decanter 1950 new recruits joined the regiment.
In the city there are Soviet families who have been there for some time. Recently
young Russians have been coming from Rumania, who stay for a certain time and dis-
appears 'What their duties are and where they go, no one knows or dares ask them.
13. Previously border troops along the Rumanian border in the Oryakhovo region,were
not very careful and paid. scarcely any attention to their tasks. At the present,
however, their vigilance is thorou . In addition, the Party groups make a solemn
pledge that they will personally watch the borders for spies sent by ?B capitalistic
and imperialist countriessIg into Bulgaria. Therefore, the combat groups patrol the
borders with motorcycles during the night as well as during the day. Every unknown
person going from one Tillage to another must appear at the police station or at
the village soviet, so that he may prove his identity and explain his purpose in
traveling.
11 o Secret agents are also infiltrated, in, the guise of opponents of or malcontents
with the regime, to talk with people and. find. out how they think. Therefore,
during recent times the number of a:?rests has increased`.
15. The Communists are also weary suspicious towards one another. All of them listen
to the Voice of America. They are preparing for another war.
