"Soviet experts believe that the KGB, the new security
organ, consists or representatives of the government, the general staff
and the CP with the Party secretary acting as the balance among these
three institutions. The government is represented.in the KGB by the
Minister for Home Affairs, Kruglov, the General Staff by Colonel Sheltov
and the CP by its secretary, Khrushchev. Nominally the chairman of the
KGB is General Sierov. Since Khrushchev is by far the most important
person of those mentioned, it may be safely assumed that he is dominating
the security apparatus.
